WINDHOEK – Wealthy MTC Namibia Premiership outfit Sport Klub Windhoek (SKW) has moved swiftly to ensure that star players are staying put.

The ambitious Germans held fruitful talks with their most valued players with the ultimate view of having the players committing themselves to the Olympia based club for the 2009/2010 campaign.

The Brave Warriors trio of mercurial midfielder Marko van Wyk, defenders Ralph Ellinger and Gunter “Ginger” von Hundelshausen as well as Zambian import Chepela Chepela have all pledged their future to the club.
According to a press statement released by the club, the team will do everything in its power to retain all its playing personnel that steered the unfashionable “Imawida” to a modest 4th place on the MTC Namibia Premiership last term.

Meanwhile, Pitzi Eichoff has returned from a 3-year stint in Germany where he played in that country’s amateur leagues whilst on study leave.
The left footed player from Vergenoeg brings with him a wealth of experience from Europe where he rubbed shoulders with some of the finest footballers in Germany’s lower leagues. Eichoff was instrumental in SKW’s promotion to the elite league after the club, formerly known as Fortuna, spent a significant number of years in obscurity. The Germans resume training in the 3rd week of next month and club management has confirmed that there has been interest from some top players who have approached the club with the view of putting up tent in Olympia.

In other transfer news, unsettled Eleven Arrows’ defender and Brave Warriors’ protégé Chris Katjiukua is reportedly on his way to newly crowned MTC Namibia Premiership champions African Stars.

Orlando Pirates’ free scoring striker John Samson is up to his old tricks again.
The veteran Sierra Leone dreadlocked goal poacher has apparently developed itchy feet and is in search of new employers with former club Ramblers, Stars and SKW the likely destinations.

Burly skillful midfielder Mekondjo Tobias could return to the coast to team up with former club Blue Waters while wayward winger Johannes “Boetietjie” Seibeb is rumoured to be courting a move back to Stars. A club insider says they heard about the news of Seibeb leaving the Buccaneers’ ship but the source is adamant his next destination will have to be somewhere else as the Reds have had enough of Seibeb’s off the field antics.

The NFA Appeals Board decision to dismiss Ramblers’ appeal against the fielding of stalwart defender Mohammed Ouseb in their Cell One NFA Cup semifinal match has infuriated club officials. Sources close to the club say the club’s top brass feel extremely aggrieved and are considering cutting ties with football.
The fuming officials believe football authorities erred big time and acted in bad faith when it dealt with their appeal. Ramblers are likely to offload a number of its foreign imports in a move that is seen as a clean-up after a relatively average season for the ambitious Pionierspark based outfit.

(Player, Registration, transfer and loans)

The dates for the first registration window for the transfer, registration and loans of players have been set for 03 August 2009 until 30th September 2009.
It is important to note that the NFA Bye-laws No.1 of 2007 is applicable during the window period.

The Executive committee of the Namibia Football Association (NFA) has under the statutes of the NFA a Bye-law prescribing the terms in which the loan of players under rule 6 and rule 7 of the NFA rules and regulations will be done. Hence;

RULE 1
1.1    Subject to Rule 6 of the NFA Rules and regulations, any club that wishes to register a player which is on loan from his previous club must only register such a player during the registration period as determined by the NFA Executive Committee.

1.2    1.  Subject to Rule 6 of the NFA Rules and regulations, any club that wishes to register a player which was not previously registered by any club must only register such a player during the registration period as determined by the NFA Executive Committee.

NPL looking to become a brand  written by Theron Kolokwe Economist

The Namibia Premier League (NPL) is seemingly becoming more established following its relocation to new offices earlier this month.
If one reads the papers, there is a good chance one will stumble across an advertisement for a CEO at the league administrator. This will be followed by more positions to be filled at the NPL. NPL Administrator, Tovey Hoebeb, sounded very optimistic about the future when approached by the Economist this week.
“We are aiming at creating our own brand. So moving out of the Soccer House was a step in the right direction and also giving us more physical and organisational room to grow,” he said. Hoebeb said the NPL is looking to grow and set an example for NPL clubs to meet FIFA standards that require them to have offices and all the necessary requirements needed to run a professional club. “We have a clear Road Map that will require all NPL clubs in the near future to set up offices and appoint people to run their affairs,” he said. Hoebeb said his office is working with its counterparts from the South African Premier Soccer League (PSL) to help set up a professional structure for the league. This is not a bad example to mirror because the South African league is renowned to be the most professionally-administered league in Africa. Hoebeb said that the activities calendar for the next season has been approved and all fixture dates are in order. “The activities calendar for the 2009-2010 season has been approved. Every round of matches from the Charity Cup to the final round of matches is fixed and including the NFA Cup final,” he said. The 2009-2010 season will kick off with the Charity Cup on 29 August; the NPL will itself start on 12 September. The last day of the league season is set for 16 May 2010, a full month ahead of the last day of last season. As of next season, Hoebeb said the public would have the final say as to who would be the Man of the Match at each NPL match and ultimately the Player of the Season.
This will work as follows: fans vote for the Man of the Match at each NPL match, the winner of which will be entered into the Player of the Month poll. Fans will also vote for the winner. Each winner of Player of the Month will be entered into the Player of the Season poll.

Cymot SKW midfielder Marco van Wyk is our MTC Player of the Season after receiving the most votes from our panel of judges as well as from the readers of Namibia Sport magazine.
The voting was quite close amongst our panel of judges, consisting of the 12 Premier League coaches, with four voting for Van Wyk, while three voted for Black Africa striker Jerome Louis. Eleven Arrows midfielder Rudolph Bester and African Stars midfielder Ninja Karongee each received two votes while Civics winger Eslin Kamuhanga received one vote.

Amongst our readers, Van Wyk however was a runaway winner as he received about 90 per cent of the votes.
Marco had a great season and played a major role in SKW’s push for the title. With four matches to go they were still on top of the log, but their challenge faded over the last few matches and they eventually finished fourth. Van Wyk was their star player, scoring 14 goals to finish second behind Jerome Louis amongst the league’s top goal scorers, while he also scored four goals in Cup competitions.

Marco was ecstatic when he heard the news, saying that it was a highlight in his career.

Cymot SKW midfielder Marco van Wyk dropped a bombshell on Wednesday when he announced that he had signed up with Black Africa for the new season. Van Wyk told Namibia Sport that it was a difficult decision, but he decided to join Black Africa because of the way they approached him and their serious title ambitions.

“There were several teams that were interested in my services, but of all of them, I was impressed the most by Black Africa. We had several meetings and they really made an effort to acquire my services. I think I will fit in well with their style of play and they told me that I would take over the playmaker role now that Lolo Goraseb has retired. Most of their top players are staying and I think that Black Africa will be serious title contenders this season,” he said.

Several other teams, including Civics and Orlando Pirates had also been keen on signing Van Wyk, while Pirates even offered him more money than Black Africa, but Van Wyk said it was not about the money for him.

“Pirates gave me a better offer, but for me it’s not so much about the money, but more about the club’s ambition and their chances of winning trophies. With top players like Jerome Louis, Bryan Bantam and Clarence Foroma still with BA, I think we can make a strong challenge this season," he said.

"I am not saying that SKW will not make it - I believe they will be among the title contenders, because I know their character and you cannot write them off. I would like to wish them the best for the future," he added.

Van Wyk’s departure will leave a huge gap at Cymot SKW after his superb performance last season. Despite being a midfielder, he ended up as their top goal scorer with 14 Premier League goals and four goals in cup competitions. He also captained the side and it was his tremendous all-round contribution that played a major role in SKW’s strong challenge for the title. They were amongst the log leaders for most of the season, before fading in their final matches to finish fourth.

Van Wyk was rewarded for his brilliant season when he was voted as Namibia Sport Magazine’s MTC Player of the Season, by the 12 coaches in the Premier League. Van Wyk, who has been a loyal player for SKW over the past four seasons, said it was quite tough to leave SKW.

“It was quite an emotional decision for me, because SKW meant a lot to me. Besides Liverpool, it’s the only club I have played for and I learnt a lot from the coaches Lucky Kakuva, Richard Starke and Rolf Beiter. It was a difficult decision but I made it, based on my future as a player, because I think I will only have about six years left,” he said. Van Wyk said he had held several meetings with Black Africa chairman Kandas Paulino, their coach Ali Akan and Lolo Goraseb before he made up his mind to join them.

“Lolo said I could replace him at BA and take over his playmaker role in central midfield and wear his number six shirt. It’s also my favourite number and the one I had at SKW,” he said.

MTC PREMIERSHIP KICK-OFF ANNOUNCEMENTS

At a media briefing held today, 02 Sep. 09 at NPL Head office in Windhoek West, several announcements were made as well as the launch of the MTC Premiership for season 2009/10.
First off, in her welcoming remarks, NPL Media Officer, Meke Namindo announced the official moving of NPL League Administrator, Tovey Hoebeb and League Secretary, Lorraine Gowases who were previously employed under the mother body NFA and only rented services to the league.
Namindo, also officially announced the NPL Chairman as Johnny J. Doeseb (JJD) who was elected by the NPL BOG at the recently held Congress. Doeseb accepted the challenge and led the 2009 AGAM.
Today, 02 September 2009, Doeseb made announcements regarding the upcoming season as per the outcomes of the negotiations that have been going on. In his speech JJD said that the league which is referred to as the "MTC Premiership" will officially kick off on the 12 September 2009.  Doeseb expressed is satisfaction to the sponsors (MTC) who have committed themselves to assisting the league in its effort to reach its heights. "We have to honour our commitment to MTC by demonstrating the improvement their resources have brought about thus far", he said.
JJD said that to "enhance the effective management of the clubs, we are proud to announce that the clubs will receive N$ 300 000 each". That amount is a 100% increase from last year and the total investment of N$ 6.7m. These monies are for clubs to build and maintain their operations.
The price monies will increase from N$820 00.00 to 1.5m for the current season. This represents an 83% increment on the allocation. This season all 12 clubs will receive an amount as follows

"we have prioritise the marketing and promotion of the NPL with undergoing discussions as well as our SMS line 675, the charity cup as well as an introduction of a league cup during this season" said JJD.

After congratulating the newly elected chairman,    General Manager for Corporate Affairs of MTC Albertus Aochamub, said that "as the sole sponsors of the league, we can clearly testify to the progress we have made to-date since the advent of the last season". The sponsors are mainly proud of the step taken by the league in occupying a Head Office, recruitment of a CEO, and the efforts of running a professional league.
"Our commitment to the development of football is enfettered and we view the relationship with the NPL as that of equals.  We will never shy away from speaking loudly and honestly when little progress is being shown by those we are supporting as partners.  That behaviour will be tantamount to irresponsibility on our part since the objective is to build mutually beneficial engagements over the long term.  It is not for short-term PR gain" said Aochamub.
MTC confirmed the consideration as per NPL request in possibility of sponsoring the Charity Cup, Transport needs, Broadcast Rights exploitation, Media presence, Logistics support.
Clubs can now enjoy the usage of MTC aired times on all broadcasting media houses to market themselves and promote their clubs and thus attract more crowds to their matches.
In his closing remarks, NPL MC Chairman reminded the clubs to adhere to the rules of the game. He especially stressed the ill playing of players and clubs signings. "There is a standard contract which will be shared with all the clubs and the public to follow to avoid some of these things from happening or continuing".  He then announced that the fixtures are available and  also that the plan is for the league to be completed ahead of the kick off of the 2010 FIFA world Cup in South Africa.

The above mentioned matter and the subsequent inquiry held on Thursday, 17th September 2009 at the NPL Offices refers.
The Management Committee has resolved as follows:

1.    The player in question (Quinton Jacobs) was duly registered with African Stars FC on the 10 September 2009. During the investigation it was discovered that he submitted false information to the league after he was orderly registered with African Stars.

2. The league, hereby withhold his (Quinton Jacobs) registration in accordance with the NFA Rules and Regulations, Rule 6.4 and refer the matter to the Disciplinary Committee (DC).

3. The NPL DC Initiator is tasked to establish if Eleven Arrows Football Club is guilty or not of any misconduct to this matter.  
This is a decision made by the NPL Management Committee (MC).

The WIAWA Club Management Course gets underway today at the Safari Hotel Conference centre.

The course which falls under the FIFA Win in Africa with Africa (WIAWA) programme will be conducted by Botswana-based FIFA Development Officer Ashford Mamelodi and his Swazi colleague Frederick Mngomezulu, assisted by Namibia’s FIFA Instructor Matthew Haikali.

The six-day course started at 9h30 and will see club’s chairpersons, managers as well as coaches/technical directors, marketing and communication specialists (for specific topics) from clubs of the Namibia Premier league. The NFA will be hosting the Course and its Secretary General Barry Rukoro expressed confidence ahead of the Course:

“We are looking forward to a week of useful deliberations amongst participants and hoping that we all come out with new ideas to take our football forward”. “These type of courses are necessary for us as football administrators to understand the modern game and make appropriate changes to align with the rest of the world”.

The preliminary program for the course includes presentations and discussions on marketing, planning, communications and competitions as integral components of club’s management.

Meanwhile, the NFA last week announced that the C-Licensing Coaching Course starting October 19th have been postponed to March 2010 after the Association received urgent request from the Confederation of African Football (CAF), demanding that all coaches apply to CAF for licensing.“The NFA and CAF will then issue these licences to coaches. We would like to have qualified C-licence holding coaches to coach in the Premier League next season (2010/11)”, said Klaus Staerk, Technical Director of the NFA.

NPL Set deadlines for Professionalism

After a six days long club Management course under the directions of FIFA, the Namibia Premier league (NPL)  has set deadlines on implementation of the Windhoek Declaration of the WIAWA Club Management Course. The Win in Africa with Africa (WIAWA) Club course concentrating on the 12 Namibia Premier league clubs, stated on Monday and ended on Saturday in Windhoek, with various resolutions taken. Under the supervision of the three FIFA men- Ashford Mamelodi, Frederick Mngomezulu and Mathew Haikali-, course participants declared assigning the operational responsibility of the First Division to the NPL with this process expected to happen as soon as possible, according to the Declaration.

The clubs also agreed to start an under-15 league on August 2010, under the obliged club's Youth Development Program, with under-17 league to follow a year later. "Clubs have declared their commitment to development and they also request the NFA to start an under-20 league thereafter so that we can monitor development and ensure a smooth transition into the A-team of the club", explained Mamelodi, FIFA's Development Officer.

Other issues that course participants declared includes the Communication and Marketing Strategies  (31 July 2010), each club having a registered and qualified medical personnel (1 August 2011) Chairmen's Forum (31 December 2009), Club Licensing (31 December 2009), Statutes ( 1 August 2010), adherence to minimum Finance Standards (1 August 2011), modern-day and well developed training facilities ( 31 December 2012), Institute club Structure (1 August 2010), employ qualified staff on contracts ( 31 December 2010), appointment of qualified referee inspector ( 1 August 2010), registration of maximum 25 payers for a club affiliated to the NFA ( 1 August 2011),  and implement consistent safety and security procedures ( 1 August 2010), amongst others.
Chairperson of the league Johnny Doeseb , who also head the JJD Holdings announced that his company will sponsor all 12 premiership clubs with computers and printers, as part of its social responsibility.

Transfer Window Opens       

The MTC Premiership 2009/10 season continues and on Wednesday, January 6, the League officials resumed duties at the Adler Street NPL Headquarters. Meanwhile, the NFA has announced the dates for the second registration window for the transfer of players. The second window period in Namibia started on Monday, 4 January and will run up to 3 February 2010.The registration and validation of players cards during the week will close at Wednesday, 12h00 with player’s passes received before deadline to be validated in order for the player to feature on the corresponding weekend fixtures.The first MTC premiership match of the decade will be on Wednesday, 13 January at 20h00 as second-placed Orlando Pirates hosts fourth-placed Tigers at the Sam Nujoma Stadium in katutura.On Thursday night, at the Sam Nujoma Stadium, Ricardo Manneti installed as new coach of third-perched Black Africa will face his former team Civics at 20h00 with a bottom of the table clash between Hotspurs and Ramblers scheduled for Friday night at the same venue at 20h00 as well.

On Saturday, 16 January, three matches will sat at 16h00 with Blue Waters hosting Oshakati City at the Khuisebmund Stadium, SKW facing Eleven Arrows at the SKW Stadium in Windhoek.

The first round of 2010 will end at the Sam Nujoma Stadium as defending champions and top of the table Stars welcomes Rundu’s United Stars  at 19h00.

RE: ELEVEN ARROWS vs. UNITED STARS MATCH DC OUTCOME

This memo serves to inform you on the sanction taken by the Namibia Premier League Disciplinary Committee at its meeting held on 10 February 2010.

The DC finds United Stars FC guilty of causing the league match to be abandoned and has imposed the sentence of forfeiture of the points plus two goals shall be awarded to the Eleven Arrows FC and a fine of N$ 100.00, which is payable on or before Friday, February 12, 2010.

Mr. Moses Ikanga was initiating the matter on behalf of NPL whereas Mr. Profesyn Muluti from Muluti and Partners Legal Practitioners represented United Stars FC.

Matthew Haikali Appointed As NPL CEO

Seated alongside a beaming Johnny Johnson Doeseb, Namibia Premier League (NPL) Chairman, Mr. Matthew Haikali was announced as the new NPL Chief Executive Officer (CEO).He will be reporting directly to Mr. Doeseb and the Management Committee, which he will head as well. He replaces Mr. Mabos Vries as the head of the Management Committee.

Mr. Albertus Aochamub General Manager: Corporate Services at MTC, stated three expectations MTC had of the new NPL executive; transparency, accountability and innovation.

A visibly please Mr. Haikali himself stated that he could not wait to get down to work and that he would identify the issues facing the NPL as soon as he found his feet and had sufficiently settled in at the NPL House.
First Division Now Under Auspices Of The NPL Backed By MTC

Filed under: NPL, News, Spotlight by: Eezuk NdjaAt a press conference held at the Namibia Premier League (NPL) House today it was announced that the Namibian First Division, formerly managed by the Namibia Football Association (NFA), will from here onwards fall under the NPL and games will kick off this weekend.The announcement was made by the Chairman of the NPL, Mr. Johnny Johnson Doeseb who was seated alongside Mr. Albertus Aochamub General Manager: Corporate Services at MTC and the newly appointed NPL Chief Executive Officer, Mr. Matthew Haikali.

Due to a generous investment by principle league sponsor MTC to the tune of N$ 826 000.00, the long delayed kick off of the national first division will finally be commenced. How the premier league could function without a feeder division below it was something Mr. Aochamub commented on when he inferred that the situation as it was made no sense whatsoever.

The First Division is made up of two Streams; Northen and Southern. The Southern Stream consists of thirteen teams (of which there will only be twelve next season as is stipulated in the rules of the NFA) while the Northern Stream consists of twelve teams. Each team will be allocated N$ 20 000.00 for the season with the winner of each Stream getting prize money to the tune of N$ 35 000.00.

Second place will get N$ 15 000.00, third place gets N$ 8 000.00 and fourth place picks up N$ 5 000.00. The rest of the monies availed by MTC will be invested into stadium bookings, payment of referees and related match officials to officiate fixtures with remaining funds budgeted to be used for other related administration costs.

Africa Institutional Management Services (AIMS) offers capacity building to NPL


Mr Reinhold Xoagub, Executive director of AIMS on Thursday, 25 March 2010, paid a courtesy call on the NPL CEO, Mr Mathew Haikali. The courtesy call was aimed at providing an opportunity for the NPL staff, to build their capacity as they take the game of football to another level.
"It is upon us who, during those days, when we were young, we could admire the people who were running our football and making it a success. Now that we are in positions where we can contribute to the development of the game, the onus is on us to contribute" said Mr Xoagub.
While acknowledging the need for partnerships, that will help the game and especially the NPL, Mr Haikali, thanked AIMS for the opportunity to develop the capacity of the Staff at the NPL secretariat.
"There is no way we can deliver quality service to our members and partners if we are not equipped properly. Skills development for any growing institution such as NPL is a continuous process and this support comes at a very critical moment in the development and growth of the league. With the added responsibility that has been put on the league to service both the Premier league and the first divisions, the skills at the NPL need to be at the highest level. We cannot have any excuses from now on, that we cannot deliver". Haikali said
AIMS will be providing training to the NPL Staff, starting the month of April 2010, in the following areas: Microsoft Office Package (Windows, Word, Excel, Access and PowerPoint) basic level, intermediate and advanced, Basic Bookkeeping, Pastel Training, Front Office management, meeting management. AIMS will also provide other support to the NPL Office to realize its goal of becoming a secretariat responsible for taking the game of football to the next level.
AIMS will cover the total costs for the training for the following NPL Staff, Mr Josua Hoebeb, Head Finance and Human Resources, Ms Joanitha Gowases, Front Office and Registration and Mr Mervin Geiriseb, Coordinator Southern Stream First Division.

Clubs cry foul as funds dry up Submitted by editor on Namibia Sport Magazine Wed, 03/31/2010

Funds for Namibia Premier League clubs have dried up and they will now have to do without their monthly grant of N$30 000 till the end of the season.

According to a club spokesman, who preferred to stay anonymous, Premier League clubs recently received a letter from the CEO of the NPL, Mathew Haikali, informing them that they would not receive their monthly grant for April.

“Due to budgetary constraints that the league has encountered, we wont be able to release our money for April,” the letter stated.
The last payment clubs received came at the beginning of March when they received N$15 000 for February. The spokesman said that at a Board of Governors meeting at the end of February, Haikali had raised the issue of insufficient funds and proposed that the NPL offer them N$15 000 each till the end of the season. This proposal was however dismissed by the Board of Governors. “What are the smaller teams going to do now, who do not have their own sponsors. How will they make do till the end of the season,” the club spokesman asked, adding that Premier League clubs were very unhappy about the state of affairs. “From what I’ve heard, the clubs are very unhappy and there is even talk that they might boycott the rest of their league matches,” he added.

Haikali however told Namibia Sport that the monthly grants to clubs were based on the NPL’s annual budget that was approved by the Board of Governors at the beginning of the season. “The Board of Governors, that includes representatives of all the Premier League clubs, approved the budget at the beginning of the season. According to the budget, Premier League clubs would just receive monthly grants for nine months, while the league is on,” he said.
Haikali admitted that they still owed N$15 000 for February and said this would be paid soon. There will however be no more grants till the end of the league which will come to a close in May. “The clubs all knew about this and we are meeting our financial obligations. The teams will now have to make their own arrangements till the end of the season,” he said.

“At the Board of Governors meeting I tried to help the clubs by offering to allocate N$15 000 per month so that it would last longer, but the clubs did not accept this,” he said.

The club spokesman disagreed with Haikali’s statement, saying that according to their contract, they are supposed to receive grants for ten and not nine months. Haikali, on the other hand, said that since there were no league matches during March, they would not receive grants for March. Haikali said that the Premier League would come to an end in May and that the NPL annual awards function would be held early in June. “We have budgeted for this and the clubs will receive their prize money while we hope to hold the awards function on June 4,” he said.

Haikali said that the Nationwide First Division leagues would also receive prize money, although he admitted that the Northern Stream Nationwide first division was in a race against time. “Clubs in the Northern Stream First Division have to play 22 matches each, but they have only played three to date, so we are a bit concerned about that league,” he said.
The FIFA WIAWA Coaching Course that was scheduled to run from Monday, 19 April to Firday April 23, is now postposned indefinitely due to the Volcanic ash that have led to AirSpace ban in Europe that have stranded the Course Instructor, German Erich Rutemoller out of Frankfurt. The organisers, the NFA and the FIFA regional Office in Gaborone under Ashford Mamelodi in consultation with FIFA have decided to postponed the course. NFA Techincal Director Klaus Staerk is hopeful the Course will take place last week of May or early June, but stressed that the final new date will be communicated by Zurich (FIFA) in due course.

FIFA Win In Africa With Africa (WIAWA) Coaching Course
FIFA’s Development Officer Assistant Kele Mosimanewapula said that FIFA came up with an ambitious coaching programme to help develop football worldwide.

About 30 Premier League and other coaches are attending the week-long course which is being conducted by FIFA instructor Erich Rutemoeller. At the opening certemony Rutemoeller said that the course would concentrate on three broad areas.

“We must think about all kinds of development programs, to promote soccer amongst young and old; to have a good competition system according to the age and development of your players; and to educate the coaches, who hold the key to the development of the game,” he said. Rutemoeller said that the participants would not write exams, but he would monitor their progress and would decide who completed the course successfully.

New player transfer system by FIFA Thursday, 17 June 2010 

The world football’s governing body, FIFA, is set to tighten player transfer regulations after discovering many loopholes with the current player registration system.

According to FIFA, years of poor oversight has led to rogue agents owning their clients and controlling their destinies, illegal payments between clubs and companies, and money laundering through transfers of fictitious footballers.

FIFA plans to implement and make its new on-line transfer register a requirement for most leagues later this year fundamentally altering how players can move to new clubs in different nations.

In a statement, FIFA said that the on-line system is remarkably easy, with clubs signed up to a required web-based network to match the details of any international player transactions and upload proof of payment, identification of agents involved and other documents to confirm a player’s new employer.

The world football governing body believes that as a result of this new system, auditing will be significantly easier because FIFA staff and national football officials can inspect players transfer deals from anywhere in the world with a simple login password.

The head of the FIFA anti-corruption programme, Mark Goddard, highlighted the advantages of the new system which he said has already registered 4,000 transfers since 2008.

Goddard said teams found breaking the rules will be punished and transactions involving fictitious players, a common money-laundering technique, will be difficult to get away with as players’ identities would first need to be established.
“Minors will be better protected from moving internationally without their parents’ approval,” he said.

FIFA revealed that the player’s transfer market was worth $1 billion each year and involves thousands of professional players moving across borders to find new employers.

Head of the competition department at the Namibia Football Association (NFA), Titus Kunamuene, said that training for the on-line player registration process was conducted in April 2009 by FIFA in Tunisia for all football associations, including Namibia. Kunamuene said Tunisia has successfully used the new player registration technology in their country.

He also said by the end of April 2010, Namibia will have in place the software and equipment for the local on-line registration system and NFA will be responsible for the registration of players in Namibia. “Come next season 2010 to 2011, players of all ages will be registered using the local on-line player registration system.

“There will be training at the Namibia Premier League (NPL) before the end of the month for staff of NPL and all the football club management officials so that they can know how to use the new system,” he said. The chief executive officer of NPL, Matthew Haikali, informed the Economist Sport that NPL is working hard to ensure that Namibia is not left behind in the new player registration system.

“The Namibia Premier League office has donated computers to clubs for the new system but  management of the clubs will have to ensure that their computers are connected to the internet so that the player online registration software can install on their computers,” Haikali said
Premier League clubs should register players early: //Hoëbeb

NAMIBIA Premier League (NPL) Administrator Joshua Tovey //Hoëbeb has called on Premiership clubs to register their players early for the 2010/11 season, and not wait for the very last day.
In an interview with Nampa on Monday, //Hoëbeb said the first registration of players kicked off on Monday this week, and the teams have been informed of the date.

“The morning has been very quiet. Teams like rushing at the very last minute (to register),” said //Hoëbeb, adding that perhaps the clubs are in negotiations with old and new players. The 12 elite teams have until 31 August to complete their registrations for the 2010/2011 NPL season that is set to start on September 11.

The Premier League clubs are African Stars, Black Africa, Orlando Pirates, Eleven Arrows, Blue Waters, Civics, Oshikandela Ramblers, Cymot Sport Klub Windhoek (SKW), Oshakati City, Tigers and newcomers Blue Boys. One team is still expected to come from the Northern Stream First Division.

//Hoëbeb said the Northern Stream First Division will conclude its play-offs in early August. 

He thus advised those players who want to join new clubs to first resign from their current clubs, adding that those clubs who are interested in players must also first negotiate with the current clubs of the players to enable them to be released orderly.

“They must follow the correct procedures,” warned #Hoëbeb.

The Namibia  Premier League members endorsed J J Doeseb as the Namibia Premier League (NPL) chairperson for the next four years at the elective Annual General Meeting (AGM) held over the weekend at the NBL Customer care centre.

Doeseb was elected unopposed after African Stars withdrew their nomination of Sydney Martin just before the election, resulting in Doeseb winning the election by 10 votes to 0.

The AGM was attended by 11 of the NPL members,  including newly promoted PC Blue Boys, while Hotspurs and United Stars were relegated to the first division.


The NPL AGM also adopted a new constitution that makes provision for an Executive Committee, which will run the affairs of the NPL for the next four years. Mabos Vries, Cooks Kunamwene, Reinhold Xoagub, Cyril Isaacs, Jochen Traut and Irvine Ndjavera as an alternate, were elected as the first Executive Committee Members of the Namibia Premier League.

The Executive Committee replaces the management committee.

The AGM also endorsed various manuals that will guide the affairs of the league.

It will be the second term for Doeseb as the NPL chairman, after he originally took over as interim chairman in May 2009, before being appointed on a full time basisa few months later. In his acceptance speech Doeseb called on the need to harmonize the relationship between the NPL and the NFA.  He called on clubs to change the way they operate and to adopt a change of mindset. He called on all individuals who have invested in football, or have vested interests in the game to become involved in football, as this will only assist in the advancement of the game. “The time you have invested in the game is money. To all the teams who nominated me and those that did not nominate me, this is what democracy is all about. Please take note that I will not hold any vendetta against any one as this is the time to move the league to a professional level. We need to work together as clubs, because only when we portray a positive image, will we be able to lure potential sponsors, both for the league and the clubs,” he said in his acceptance speech.

He promised the members that he would continue with the plans that he had implemented with the view of professionalising football in Namibia.

NPL unveils new logo - 08 Sept 2010

The Namibia Premier League (NPL) unveiled their new logo to the public on Tuesday evening in Windhoek.
The NPL Chief Executive Officer, Matthew Haikali said that the previous logo did not have anything on it that would stick in the minds of people and that is what necessitated the change of logo.

“We need to make sure that NPL stands on its own. We are NPL and not NFA (Namibia Football Association). We need to have an image that lasts in the minds of the people,” Haikali said.
“We need to have a logo that lasts in the minds of people, which was not the case with the old logo. No one seemed to know what the old logo stood for,” he continued.
The old logo was round with the top half depicting sand dunes and the bottom half was a football.

Haikali added, “When people think of the South African PSL (Premier Soccer League), they immediately think of the lion on their logo. We should have the same for the NPL.”
“When you see the oryx you think of the desert and when you see the desert you think of Namibia.”

The new logo has an oryx with two dunes on the sides. There are six stars on both dunes that stand for the 12 teams in the league.

NPL CLUBS OFFICIALS COMPLETE FUTURO III ADMINISTRATION COURSE

A weeklong FIFA FUTURO III administration and management course, was hosted for club secretaries of the Namibia premier league from the 22 – 27 November 2010 alongside other regional representative of the Namibia Football Association, at the Midgard Country lodge, outside Windhoek.

The weeklong course was aimed at equipping the participants from the twelve NPL Clubs with skills to be able to work with both the NPL Office but also to support the work of their clubs.

The officials represented were led by NPL Front Desk and Registration Officer Ms. Joanitha Gowases alongside Ms  Jessica Maova(Eleven Arrows FC),Mr Best Karamata (African Stars FC), Ms Dagmar Rantsch(Civics FC), Ms Hermina Gaoases (Black Africa FC), Mr Knowledge Ipinge(Blue Waters FC), Mr Andre Gariseb(Orlando Pirates FC), Mr George Hauwanga(Oshakati City FC)Mr Marks Immanuel( Tigers FC),Mr Dino Ballotti (SKW).

Log leaders Ramblers, and newly promoted PC Blue Boys and Mighty Gunners did not send representative.

“Our members can only move towards proffesionalisation if individuals are equipped with the necessary skills to be able to assist in the running of their clubs. This course should be seen as another step that the NPL is taking towards making sure that the members are able to deal with various stakeholders in the business environment in a professional manner”, said NPL CEO Mathew Haikali.

Ochurub wins golden boot title , 24/05/2011

Harold Ochurub of Mighty Gunners, netted in just 12 goals in the 2010/11 season to get the “golden boot” title in the MTC Premiership that recently concluded.

Ochurub scored a hattrick in his team’s 4-2 win against SKW to bring his total to 12 in Round 20 of the league. Gunners escaped relegation and finished 10th with 26 points. Tied in second place are Ananias Gebhardt of Tigers and Jordan Haimbili of relegated side Blue Boys who both have 10 goals each. Marco van Wyk from the recently crowned Premiership champions, Black Africa, has nine goals and is fourth. Pineas Jacob of Tigers and Blue Waters’ Hendrick Somaeb are tied on fifth with seven goals each. Last year’s winner of the Top Goalscorers award and the N$10 000 cheque that came with it, Jerome Louis, is tied on seventh with Bradley Wermann from Black Africa and they both have six goals each.

The Namibia Premier League (NPL) chairman Johnny Doeseb has confirmed reports that chief executive officer Mathew Haikali was suspended from his duties last week Friday. Haikali was the subject of a disciplinary hearing that started onFriday and will resume on March 3, and 4. “It is true that there was a disciplinary hearing and he has been relieved of his duties pending the conclusion of the disciplinary hearing next month,” Doeseb said. Doeseb said that the reason that he had been hauled before the disciplinary committee was a result of the pay rise he is alleged to have given himself and the staff at the NPL head office without the consent of the Board of Governors (BOG). Doeseb said in an earlier statement that Haikali did not have the mandate to increase his own salary. “Mabos Vries is currently taking care of the operational aspects of the Premier League,” Doeseb said.

Vries is in the management committee of the NPL along with Jochen Traut, Reinhold Xoagub, Cooks Kunamwene and Tim Isaacs. Haikali in recent times was also under fire from clubs for not settling disputes on time. For example the issue of Johannes Seibeb who signed for African Stars while he was still contracted to Orlando Pirates. The case has been dragging on since the beginning of the season.

Haikali fired as NPL CEO - Submitted by Namibia Sport Magazine, 20/04/2011

The Namibian Premier League (NPL) fired its chief executive officer, Mathew Haikali after a lengthy investigation and disciplinary hearing which saw him being suspended from his post on February 4.

The chairman of the NPL, Johnny Doeseb announced this at a press conference on Wednesday.
“Three equally serious charges of financial irregularity were levelled against our executive officer and all three were proven to be valid by an independent panel of legal experts,” Doeseb said.
“Given the serious nature of the these offences, the panel and therefore the league had no other option but to terminate the services of our former chief executive officer with effect from 14 April,” Doeseb added.

“As such the NPL has officially parted ways with its former employee and therefore he is no longer an employee of the league.”
“During the course of November 2010, it came to the attention of the Board of Governors (BOG) that unauthorised expenditure occurred in financial irregularity (sic) in the executive office of the league,” Doeseb explained.

The first of the charges that were levelled against Haikali was the unauthorised allocation of NPL funds for a pay rise for himself and the staff of the NPL for September, October and November 2010. At the press conference, Doeseb confirmed that Haikali had given himself a 76 percent salary increase and a 37 percent increase for two other staff members of the NPL.
“The second charge was that of gross negligence, he repeatedly refused to adhere to his employment contract by failing to get permission from the BOG for the salary increments among others,” Doeseb said.
Haikali was initially suspended in February pending a disciplinary hearing.

“The process of fact finding and arriving at a fair conclusion has taken almost four months of rigorous disciplinary inquiry. The inquiry was constituted by an independent panel of legal minds specialising in labour matters in order to ensure that fairness prevailed to all parties,” the chairman of the NPL said.

Haikali has since appealed the decision and until the issue is concluded, Tovey Hoebeb will continue to act as the CEO of the NPL.

Black Africa won the Namibia Premier League title after a dramatic 2-1 victory against Orlando Pirates on Saturday evening. BA trailed 1-0 at halftime after a penalty by Pirates midfielder Johannes Seibeb on 37m, but staged a great comeback to win the match amidst dramatic scenes. Warren Neidel equalised on 65m but Pirates immediately struck back through a goal by Klaas Blom, only to see it disallowed for offside.

The winning goal finally came after 84m after constant BA pressure as Wermann followed up a loose ball to slam the ball into the left hand corner of the net. And so, after 12 years, Black Africa have finally won the league title again, much to the delight of their red and black clad fans, who celebrated joyously at the final whistle.

While Black Africa has now won the league, the relegation battle is poised at a knife edge as all the bottom clubs picked up points on Saturday. Oshakati City beat Blue Waters 3-1 at the Uukwangula Stadium in the north, while Mighty Gunners beat SKW 4-2 in Otjiwarongo. Oshakati City remain at the bottom of the log on 19 points and now seem certain to be relegated, while Mighty Gunners are second last on 23 points.

Black Africa’s Bradley Wermann concluded an exceptional season by winning two awards at the annual MTC Premiership Awards ceremony that took place at the Safari Hotel on Friday night. The midfielder’s total prize money on the evening amounted to N$55 000 after he won the Player of the Season (N$40 000) and the Players’ Player of the Season (N$15 000). Wermann played a leading role in Black Africa’s successful season, which saw the club win the first N$1 million prize in the history of the Namibia Premier League (NPL). He scored some important goals for the Lively Lions including the winner against Orlando Pirates that sealed the league title for his team. He finished the season tied on six goals with team-mate Jerome Louis, to finish seventh on the top goals scorers list. Wermann beat Civics’ striker Heini Isaacs and Ramblers’ Eslin Kamuhanga who were also nominated for the Player of the Season Award.

In the Players’ Player of the Season section he won ahead of Harold Ochurub of Mighty Gunners and Virgil Vries of Eleven Arrows who had been nominated alongside him.

The cheque of N$20 000 for the Coach of the Season went to Ramblers’ Christy Guruseb who was in his first year as coach in the Premiership. Guruseb guided his youthful side to a second place finish on the log after they had led for the entire first half of the season. He had been nominated with Eleven Arrows coach Congo Hindjou and Mighty Gunners coach, Leonard Nambandi.

The NPL chairman, Johnny Doeseb, awarded the Chairman’s Award to Jolene Humphries, the daughter of the late Laurentius Humphries who died on March 19. The award came with an N$15 000 cheque.

The Team Manager of the Season award went to Paul Stramis from Civics who also received N$15 000 in prize money.

The Referee of the Season was Ndara Martin from the Kavango region, David Shanika was chosen as the Assistant Referee of the Season while Rudolph Haingura was awarded as the Match Commissioner of the Season. They each received a cheque for N$15 000.

The Top Goalscorer of the Season, Harold Ochurub who netted in a total of 12 goals for his team received N$15 000 in prize money.

Local soccer lovers are already in for limited action this season as it seems unlikely that the NFA Cup will be played this year. Mobile operator Leo, who sponsored the NFA Cup for the past three seasons, already announced their termination at the end of last season, more than six months ago, but since then a new sponsor has not been found. Doeseb said they were still waiting for communication from the NFA but it seemed unlikely that a sponsor will be found. “We don’t have a sponsor yet, but we are awaiting communication from the NFA, to find out what will happen.” “It will not be good for Namibian soccer if we cannot stage our FA Cup. I’d like to call on Namibian corporate companies to come on board to sponsor the NFA Cup because there is still time to stage it this season,” he said. Doeseb, the former owner of Eleven Arrows who won the NFA Cup last season, said they would like to defend their title. “As the champions, Eleven Arrows would like to defend the title. We can still find a solution if we get a sponsor, but I know that the NFA secretary general Barry Rukoro is looking at solutions” he said.

The start of the second round of the MTC Premiership has been postponed by a week due to the unavailability of stadiums. Namibia Premier League chairman JJ Doeseb told Namibia Sport that several stadiums had been booked out for school athletics events on January 28 and that Round 12 of the league will now only kick off on Friday, February 3. “Some schools have booked stadiums for athletics so we will now start the second round on February 3. They booked for the whole day so we did not have an alternative,” he said. Doeseb added that the Kuisebmond Stadium in Walvis Bay had been booked out for several weeks with the result that some matches at the coast would now have to take place on Sundays. “The start of the league will only be postponed for one week, but we will have to play some matches on Sundays now, especially in Walvis Bay, because of the athletics” he said.

Brian Bantam, Heini Isaacks and Hendrik Somaeb have been named as the MTC Premiership Player of the Season finalists with the winner to be announced at the MTC Premiership Awards on Sunday evening.

The main sponsor of the Namibia Premier League, MTC, announced a total sponsorship of N$150 000 for the 2012 Premiership Awards which will be held at the Safari Hotel on Sunday evening. There will be nine other awards up for grabs with a total prize money of N$150 000. Besides the Player of the Season, the other awards are the Top Goal Scorer of the Season, the Players’ Player of the Season, the Coach of the Season, the Referee of the Season, the Assistant Referee of the Season and the Chairman’s Award. The Premier League champions Black Africa as well as runners up Civics and third placed African Stars will also receive awards, as will the Northern and Southern Stream First Division winners. Mabos Vries of the NPL executive committee said the 12 Premier League coaches selected the finalists for the Player of the Season, while the captains of the 12 Premier League clubs selected the finalists for the Player’s Player award. The Top Goal scorer of the Season award of N$30 000 will be shared by Jerome Louis of Black Africa and Richard Kavendji of Hotspurs who both scored 12 goals during the season. The Chairman’s Award will be decided by the chairman of the NPL JJ Doeseb, and will go to a team or individual that has excelled against the odds and exhibited exemplary conduct in the promotion of Namibian football.
